METHOD FOR OPERATIONAL DETERMINATION OF RISKS OF SITUATIONS OF EMERGENCY

Method for operationsl determination of risks of situations of emergency by which one uses surface mobile means with control-measuring means and means of electro-communication, and dispatcher's point and satellite means with means of electro-communication and computer means, with determination of zones of situations of emergency and change of factors of risk by means of surface mobile means with control-measuring means, with provision of information through satellite means. At that one additionally equips airborne movable means with control-measuring and computer means with electronic-mapping programs, means of radio-navigation and electro-communication. One performs flights on airborne mobile means with control-measuring and computer means with electronic-mapping programs, means of radio-navigation and electric communication over zones of emergency situations by trajectory of parallel tracking. One uses means of radio-navigation at satellite means with determination of epicenters of zones of situations of emergency, destabilizing factors and consequences of those, spatial structure of radiation and chemical pollution, with localization of maxima and calculation of values of activity of those by means of control-measuring and computing means just at flights on airborne mobile means over zones of situations of emergency. Effectively and continuously one controls and predicts new risks coming to existence by characteristics of levels of dangerous substances by means of control-measuring and computer means with electronic mapping programs placed on airborne movable means. One follows motion of airborne movable means over zones of emergency situations by means of radio-navigation means installed on satellite means. One registers information on events and measures in electronic journal by means of computer means with electronic mapping programs.
