Zusammenfassung:	This control device is designed to control a thermal power plant that is equipped with a turbine bypass valve for adjusting the amount of steam bypassing a steam turbine that is driven by steam from a boiler. The control device controls the turbine bypass valve on the basis of a turbine bypass valve opening command value and controls the boiler on the basis of a boiler input command value. The turbine bypass valve opening command value is generated on the basis of AFC signals in the AFC compatible mode of the thermal power plant. The boiler input command value is generated by adding a bias value with a positive sign to a base input value based on a load command value to the thermal power plant, in the AFC compatible mode.
