By use of the identification information of terminals (3) through which an uplink control signal transmitted from a transmission source terminal, which is one of the multiple terminals (3), to the concentrator (2) has passed, said identification information being stored in the uplink control signal, the concentrator (2) determines a plurality of downlink paths to the transmission source terminal and transmits the same downlink data, which has been addressed to the transmission source terminal, by use of each of the plurality of downlink paths determined.
