Zusammenfassung:	To provide a water and oil proofing composition for paper, which is excellent in water dispersion stability of a fluorocopolymer and which is capable of obtaining a water and oil proofing paper excellent in oil resistance, and a method for its production, as well as a water and oil proofing paper excellent in oil resistance, and a method for its production. A water and oil proofing composition for paper, wherein a fluorocopolymer which comprises from 74 to 80 mass% of units based on CH2=C(CH3)C(O)OCH2CH2(CF2)6F, from 3 to 5 mass% of units based on CH2=C(CH3)C(O)OCH2CH2N(CH3)2and from 17 to 21 mass% of units based on CH2=CHC(O)OCH2CH2OH and of which the mass average molecular weight is from 80,000 to 300,000, is dispersed in water in such a state that at least some of dimethylamino groups in units based on CH2=C(CH3)C(O)OCH2CH2N(CH3)2are salified by an acid.
