Zusammenfassung:	A subject of the present invention is to provide a water-based metal surface treatment agent which can form a skin film with excellent corrosion resistance, chemical resistance, coating film adhesion and abrasion resistance on a metal material. A solution of the present invention is to form the above-mentioned skin film on the metal material by using a water-based metal surface treatment agent containing a carbamate resin (A) and a silane compound (B), the aforementioned carbamate resin (A) includes a structural unit derived from a specific polyisocyanate having a cyclohexane ring structure, a structural unit derived from a specific polyol, a structural unit derived from a specific diol having a weight average molecular weight of more than 600, a structural unit derived from a specific diol having a weight average molecular weight of 500 or less, and a structural unit derived from a specific tertiary amine compound and/or a salt thereof.
