Zusammenfassung:	Provided is a cyclic olefin resin composition film having a small in-plane retardation and high toughness. The cyclic olefin resin composition film contains a cyclic olefin resin and a styrene elastomer having a storage modulus of lower than 100 MPa at 0° C. to 100° C. The styrene elastomer is dispersed in the cyclic olefin resin in an amount of 5 to 35 wt %. With this configuration, it is possible to lower the in-plane retardation of the film while ensuring the high toughness of the film.
