Center 13 transmits request signal S12 to terminal 12 (ST132), in response to it, terminal 12 transmits base station identification information group S13 to Center 13 (ST121, ST122). Information group S13 is composed of the usable base station identification information which is received sequentially from the control channel of the public base station and the receive signal power belongs to control channel of high rank appointed number. Center 13 obtains the location information S14 of terminal 12 based on the information group S13 and contents of the memory means and transmits it to terminal 11 (ST133, ST134).
