Zusammenfassung:A non-oriented electromagnetic steel sheet with characteristics of high permeability, high magnetic flux and low iron loss and a manufacturing method thereof are provided. The non-oriented electromagnetic steel sheet includes: an electromagnetic steel, wherein the electromagnetic steel includes the following compositions of: below or equal to 0.005wt.% carbon, below or equal to 0.005wt.% nitrogen, below or equal to 0.005wt.% sulfur, below or equal to 0.05wt.% phosphorus, 1.0 to 2.5wt.% silicon, 0.1 to 0.8wt.% aluminum, 0.1 to 0.8wt.% manganese, 0.01 to 0.10wt.% antimony and residual balanced iron and inevitable impurity elements, wherein the electromagnetic steel meets the following formula: 20 ≤ 10*silicon content+11*aluminum content+6*manganese content ≤ 30.
