Detection system and method for flood disater reduction

A flood disaster reduction detection system includes a central control module, a flow rate meter, and a warning module. The central control module is in communication with a reservoir management unit and warning module for receiving a management message. The flow rate meter is connected with the central control module for emitting a microwave signal to a target water body, receiving an echo signal reflected by the target water body, and processing signal according to the microwave signal and the echo signal to obtain flow rate data and determine whether a reservoir discharge event is occurred. When the reservoir discharge event occurs, the flow rate meter transmits the flow rate data and the reservoir discharge event to the central control module, the central control module compares the flow rate data and the reservoir discharge event with the management message to generate a reservoir discharge message.
