By using a spreading apparatus, the spreading step is to uniformly spread a thermoplastic light-colored resin with a density of 0.15 to 0.80 kg per square meter on the base layer, and then spread a plurality of white fine aggregates with a density of 3 to 8 kg per square meter, so as to form a road surface layer. In the pressurizing step, a road roller is used to roll the road surface layer with a pressure of 45 to 54 kg per square centimeter.
