The apparatus includes a software function specification management unit for descripting a machine too numerical controller software by a text description file and analyzing said text description file to generate a function module list which contains a plurality of function modules; a function module storage unit for storing and managing a plurality of function modules which have different function, and verify function modules on the function module list; and a function module composing unit for composing function modules which are on the list and generating a machine tool numerical controller software.
