The present invention provides a bill payment and automatic account cancellation system and method using SMS bills to generate bar codes. Multiple pieces of bill information corresponding to multiple payment users are stored in a collection server of a bank. After the bill information is used to generate a collection charge link, it is sent to the mobile device of the payment user by SMS. When the collection charge link is activated, use the information contained in the collection charge link to encode, so as to generate a barcode, and send it back to the mobile device; scan the barcode for the receiving terminal to send a deposit notice after the payment user pays at a receiving terminal. The collection server of the bank receives the deposit notice and compares it with the bill information to confirm the correctness of the deposit amount; and use an automatic account cancellation server to deduct the credited amount and automatically cancel the account.
