The present invention provides an anti-fogging agent composition containing polyisocyanate (A), polyol (B), surfactant, and solvent; (A) is at least one polyisocyanate compound selected from the group consisting of diisocyanate and its derivatives, and (B) contains polyether polyol (b1) and polycaprolactone polyol (b2). In the chromatogram obtained by gel permeation chromatography, (b1) has a molecular weight of 300 to 1,800 at the point of maximum refractive index intensity; when the peak area from the elution starting point to the elution time point corresponding to the maximum point of refractive index intensity is set as S1, and the peak area from the elution time point corresponding to the maximum point of refractive index intensity to the elution end point is S2, S2/S1 is 1.5 or more and 2.0 or less, the mass ratio of (b1) to (b2) is 5 or more and 15 or less. The anti-fogging agent composition can form an anti-fogging film excellent in transparency and touch.
