The present invention provides more useful evaluation information about a transaction entity. The present invention comprises: an evaluation information generation unit (11) that references a blockchain, in which the arrangement of blocks including transaction data is shared by a plurality of nodes (20) and in which a block that has been approved between the plurality of nodes (20) using a prescribed consensus algorithm is added to the blockchain, said transaction data indicating processing performed by each transaction entity in relation to a goods transaction, and generates evaluation information about each transaction entity on the basis of one or a plurality of items of the transaction data indicating processing performed by said transaction entity; and an evaluation information output unit (12) that outputs the evaluation information about each transaction entity.
