Zusammenfassung:	The present invention provides a chromium-free metal surface treatment agent, a metal surface treatment method using the chromium-free metal surface treatment agent, and a metal substrate subjected to the surface treatment. The chromium-free metal surface treatment agent contains (A) a polysilyl-functional silane, (B) an amino-containing silane coupling agent, (C) inorganic compound particles, and (D) at least one resin selected from the group consisting of a water-based cationic urethane resin and a water-based cationic acrylic resin. The mass ratio (resin solid content/silicon) of the resin solid content in the component (D) and the silicon in the component (A) and the component (B) is in a range of from 1 to 5.
