The information acquisition device is set on a monitoring site to obtain monitoring information of the monitoring site and transmits the monitoring information to the server. The user terminal includes a community establishing unit and an inviting unit. The community establishing unit is configured to establish a social group in response to user operations and set attributes of the social group. The invitation unit is configured to invite the user terminal to join the social group. The server includes an information analysis unit and an information publishing unit. The information analysis unit is configured to analyze the monitoring information related to the attribute of the social group.
