Delivery control apparatus and delivery control method for ABR streaming of content delivery

A delivery control device is provided in a relay device for relaying delivery of content between a content delivery server device and a client device, and controls a content delivery speed by applying paced delivery to an Adaptive BitRate (ABR) delivery system in accordance with a network delay situation and a client device operating situation. The delivery control device is provided with: a delivery speed calculation unit that calculates the actual delivery speed of each of a plurality of divided files that are obtained by dividing file data of the content and are delivered in sequence in accordance with the reproduction of the content; and a delivery speed determination unit that determines the delivery speed of the divided file on the basis of the actual delivery speed calculated by the delivery speed calculation unit, a predetermined assumed delivery speed, and a predetermined threshold value relating to a reception interval between the divided files.
