The invention provides a sucker mechanism. The sucker mechanism includes a sucker, a sleeve, a piston, a spring, and a press rod. The sleeve includes a first through hole and a cavity communicated with the first through hole. The piston and the spring are received in the cavity. The press rod passes through the first through hole to connect the piston. The sucker includes a third through hole communicated with the cavity. Two ends of the spring are respectively resisted with the piston and the sucker. The air in the sucker can be expelled via pressing the spring by the piston. The interior of the sucker can generate negative pressure to generate adsorption force via elastic recovery of the spring making the piston to be reset. In addition, the invention also provides a taking-putting device with the sucker mechanism.
