Disclosure is related to a system for cloud management, a method to implement backup and recovery, and method for management. The cloud management system includes an area serving system for serving a specific area. The area serving system provides an area management interface for integrating the sub-systems in the area for an administrator to perform management. Further, the system includes a cloud serving system provided for synchronizing data with the area serving system. The cloud serving system is in charge of redundancy while the area serving system is unavailable. This cloud serving system provides a cloud management interface for the administration. A management program executed in a terminal device is used to establish a default connection to the area serving system. However, the connection is switched to the area serving system as the default connection fails. The data are synchronized between the two serving systems in the cloud management system.
