Drying/carbonizing device and method therefor

The present invention provides a drying/carbonizing device, and a method therefor, with which moisture in raw garbage can be eliminated efficiently. In one example a drying/carbonizing device is provided with a loading port at one end and a discharge port at the other end, and is formed by providing, within a drying chamber: multiple tubes, the upper and lower ends of which are alternately connected to form one tube, and which are arranged vertically such that outbound paths and return paths alternate in the vertical direction, and which have in their interiors a screw conveyor; pairs of horizontal tubes, which are connected on either side to the upper halves of the multiple tubes, at appropriate intervals in the lengthwise direction of the multiple tubes; vertical tubes provided in the vertical direction and connected to the ends of the pairs of horizontal tubes; upper-row common discharge boxes connected in common to the vertical tubes connected to the horizontal tubes that are connected to the upper rows o
