Zusammenfassung:	The purpose of the present invention is to provide a surface treatment agent and a surface treatment method by which it is possible to increase adhesive properties between a resin-containing layer and the surface of a metal material, and to impart excellent corrosion resistance. This surface treatment agent is used to treat the surface of a metal material and is characterized by containing an acrylic resin that contains carboxyl groups and hydroxyl groups, an oxazoline group-containing compound, and metal particles, and in that the metal particles contain at least one type of metal selected from among the group consisting of Nb, Ca and Nd. In addition, it is preferable for the metal particles to be a niobium oxide sol.
