Zusammenfassung:	A method for dissipating heat and/or storing energy using water in raft foundation of building uses water pipes, which are connected each other, between a plurality of reservoirs at high locations of the building and a plurality of raft foundation water tanks at the bottom to allow water between the reservoirs and the water tanks to communicate with each other. After water passes through the heat exchanger for heat exchange, water then flows into the raft foundation water tanks. Accordingly, since the raft foundation water tanks are at the constant temperature layer underground, water has the constant temperature to store cold or heat. The present invention simultaneously discloses a heat pump system applying the method for heat exchange to restrain the environmental thermal pollution, to save energy, to improve the entire energy efficiency of the heat pump and to reduce the operating cost.
