A shared resource arbiter and method to distribute the shared resource is disclosed, which comprises an equipment round-robin sequence table, transmission/receiving request table; equipment usage record table and arbiter module. The equipment round-robin sequence table stores the sequence of shared resource for plural devices. The transmission/receiving request table stores the usage right of each equipment with respect to the equipment round-robin sequence table, which will or will not compete for the shared resource of the next usage time slot. The equipment usage record stores each equipment with respect to the equipment round-robin sequence table in the shared resource usage period, so as to utilize the historical record of the shared resource.
