The apparatus includes a first extracting unit, a first determining unit, a second extracting unit, and a second determining unit. The foregoing technical solutions may reduce the encoding information of a chroma mode and optimize sorting for the information to reduce encoding or decoding steps, thereby reducing encoding or decoding complexity and improving decoding efficiency.
