Provided is an information processing system comprising: a user terminal 1 which assists with the creation of a control program by a user command; basic cores 2-1, 2-2 comprising a function for communicating with each of function modules 3-1, 3-2 and a function for controlling each of the function modules 3-1, 3-2 on the basis of the control program; and the function modules 3-1, 3-2 comprising a function for communicating with the basic core 2-1 and a function for exercising a prescribed function. A control sending unit 104 of the user terminal 1 sends at least a portion of the control program to at least one of one or more of the basic cores 2-1, 2-2.
