SUBSTANCE: device has first transistor 1, first resistor 2, first stabilizing diode 3, second resistor 4, third variable resistor 5, second transistor, 6, fourth resistor 7, fifth resistor 8, third transistor 9, sixth resistor 10, seventh resistor 11, diode 12, fourth transistor 13, generator 14, switch 15, first input terminal 16, which serves as device input, first output terminal 17, which serves as device output, second input terminal 18, which serves as device input, storage battery power supply 19, common wire 20 which is connected to negative terminal of power supply 19, to negative terminal of generator 14, to one terminal of its excitation winding, to anode of diode 12 to emitter of third transistor 9 to emitter of second transistor 6, to one terminal of second resistor 4, to one terminal of third variable resistor 5, to one plate of capacitor 21. Collector of first transistor 1 is connected to one terminal of first resistor 2 and to one terminal of fifth resistor 8. Another terminal of first resistor 2 is connected to cathode of first stabilizing diode 3 to second terminal of third variable resistor 5, to second plate of capacitor 21 and to middle terminal of third variable resistor 5. Anode of first stabilizing diode 3 is connected to second terminal of second resistor 4 and base of second transistor 6, collector of transistor 6 is connected to second terminal of fifth resistor 8 and to base of third transistor 9, which collector is connected to one terminal of sixth resistor 10, which another terminal is connected to on terminal of seventh resistor 11 and to base of fourth transistor 13, which another terminal is connected to emitter of fourth transistor 13 and first input terminal 16, which is connected through switch 15 to positive terminal of generator 14 and positive terminal of power supply 19. Collector of fourth transistor 13 is connected to cathode of diode 12 and to second terminal of excitation winding of generator 14 through first output terminal 17; second input terminal 18 is connected to second terminal of fourth resistor 7 and to emitter of first transistor 1.
