System of high-voltage electrodes is prepared, which is connected to one or several high-voltage generators, through which high-voltage pulses are applied. Direction of a loose material is produced in the form of a stream having an annular or arcuate shape, in particular the shape of annular segments immersed in the process liquid, past the system of high voltage electrodes. High-voltage discharges are generated through the material flow during the flow of material past the system of high-voltage electrodes by feeding high-voltage electrodes to high voltage pulses on the system. Material is fed to said material stream upstream of the high voltage electrode system and the material is withdrawn from said material stream downstream of the high voltage electrode system. Device includes a system of high-voltage electrodes, which corresponds to one or more high-voltage generators, by means of which high-voltage pulses are applied. Device comprises a carousel-type mechanism by which the loose material is guided past the system of high-voltage electrodes in the form of a material stream having an annular or arcuate shape, in particular the shape of a ring or segment of a ring immersed in a process fluid. Flow of material is directed, in particular, by rotating it around the central and substantially vertical axis such that when high voltage pulses are applied to the system by high voltage pulses through the flow material, high voltage breakdowns can be generated while flowing past the system of high voltage electrodes. Device includes means for supplying material upstream from the system of high voltage electrodes to said annular or arcuate material flow formed by said carousel-type mechanism in accordance with a predetermined regime.
