Zusammenfassung:FIELD: building. ^ SUBSTANCE: invention refers to building materials, particularly to devices of mechanic and pneumatic dispersion of materials of medium and low strength with low abrasiveness, of solid-liquid suspensions, and also for crumbling cereal crops and fibre materials to produce homogenous fine dispersed product out of small-sized raw material. The shredder consists of profiled case (1) with therein coaxially installed units of charging, crumbling and mixing. The crumbling unit consists of hollow external rotor (11) and of internal rotor (10) made in form of a shaft coaxially installed in rotor (11). The external rotor consists of two parts - of upper hollow shaft (12) ended with a secured to it disk with two working elements (20) - the upper disk, and of lower hollow shaft (13) equipped at its upper part with a disk with working elements (21) - the lower disk. Also at its middle part the internal rotor is equipped with a disk with working elements - the middle disk located between the upper and lower disks. Cylinder (16) is rigidly secured on and is enveloped with the upper and lower disks, while blades of fan (22) are attached to lower surface of the lower disk. The charging unit is located above the crumbling unit and has truncated cone (7). Toroid-like mixing chamber (25) envelopes the lower part of the case and is rigidly fixed on it. Two truncated cones are coaxially installed in the charging unit inside the truncated cone; the former cones are rigidly tied to the case with their bigger bases turned upward; also they are installed with a gap one above another. The lower base of the upper cone is rigidly connected with the upper part of a guiding ring; while the lower base of the middle cone is arranged with a gap relative to the coaxially installed guiding ring. Side surface of the middle cone is equipped with apertures (8, 9) located in its central part; while side surface of the lower cone is equipped with apertures arranged in its upper part and is enveloped with the truncated cone with convex arc-shape side surface. The working elements of the upper disk of the external rotor are arranged on it along spirals in several rows. The working elements of the middle disk of the internal rotor are installed in several rows on both sides of the disk. The working elements arranged on the upper part of the middle disk are located along concentric circumference with a relative gap between spirals of the working elements of the upper disk, while wor
