Combing working tools and rollers are mounted on frame of leveling device. Rollers have disks, bars and compacting devices with concave working surface. Compacting devices may be positioned between and also above bars. Combined unit is characterized in that it provides combing of roots from mellowed soil layer, may operate on overdried soil to compact middle layer of tilled soil portion in vertical plane, and mulch top dry layer while leveling soil surface. ^ EFFECT: increased efficiency and wider operational capabilities. ^ 2 cl, 7 dwg
