SUBSTANCE: proposed meter includes photo-electric transducer of angles of inclination of object consisting of coherent light source and photo-detector, as well as amplifier and recorder. Proposed meter is additionally provided with motions period sensor, motions period counter, synchronizing unit pulse counter; photo-electric transducer of angles of inclination of object includes additionally two fiber coils optically aligned with light source and photo-detector in interferometer; first coil is located inside underwater or surface object and second coil is secured on underwater portion of object on the outside of its skin.
