SUBSTANCE: proposed hydraulic insulating composition contains bitumen, adhesive additive and organic and mineral fillers; used as adhesive additive are motor oils at the following ratio of components, mass-%: bitumen, 9 to 11; used motor oils, 0.9 to 1.1 and organic or mineral filler being the remainder. Hydraulic insulating composition containing polymer and adhesive additive includes additionally mineral or organic filler; used as adhesive additive are used motor oils and used as polymer is polyethylene of polyethylene waste at the following ratio of components, mass-%: used motor oils, 0.8 to 1.0; polyethylene, 13 to 17 or polyethylene waste, 20 to 30 and mineral or organic filler being the remainder.
