SUBSTANCE: apparatus includes spindle of drive unit for rotating rings, cutting tool secured to one arm of double- arm lever joined with drive unit of mechanism for setting law of cutting tool motion, with feedback pickup of cutting tool motion, with pickup for measuring spindle rotation angle, with processor and rod kinematically joined with drive unit of mechanism setting law of cutting tool motion. Above mentioned rod is jointly mounted on one arm of double-arm lever whose other arm supports feedback pickup and cutting tool. Pickups of apparatus are electrically connected with processor.
