Working part is made of hard alloy containing tungsten monocarbide, solid tungsten-in-titanium carbide solution of (Ti, W)C phase and cement cobalt bond. Surface layer of working part having thickness of 3-15 micron is made of material enriched in tungsten monocarbide with concentration of this material reaching 50-99.5 wt%. Apparatus is used for cold and hot mechanical working of different materials, preferably metals and alloys and may be formed as cutter, drill, spinneret etc. Apparatus may be employed under impact load conditions.
