One pole of the electric power source is connected to the sleeve, and the other through the key - to the internal electrode. The distance between the links located near the free end of the electrode may be less than that near the sleeve bottom by 1.5-2 times. The device may have an additional source of electric power and an additional tubular electrode insulated from the internal electrode by an insulating insert.
