SUBSTANCE: carriage includes longitudinal saddle, lateral saddle mounted on it, drives to move saddles and machining tool. Carriage is fitted with turn-table where gear wheel is anchored and mentioned machining tool is fixed and with rack saddle. Turn-table is put on lateral saddle for interaction of mentioned gear wheel with rack of rack saddle spring-loaded against mentioned gear wheel. Forming tool has shaped working profiles to machine roll surfaces and working parts of wheel flanges. For increase of resistance cutting member is made of intermatched components, two of them having shaped working profiles for roughing of roll surfaces and working part of wheel flange and two others for finishing. Parts of cutting member designed to machine one of surfaces of wheels are positioned one opposite another.
