SUBSTANCE: method comprises reacting ethylene and oxygen in the presence of catalyst comprising metallic zero valency palladium and at least one component selected from group consisting of heteropolyacids or salts thereof or in the presence of catalyst comprising metallic zero valent palladium, at least one component selected from group consisting of heteropolyacids or salts thereof, and at least one component from metals of groups 11, 14, 15 and 16 of Periodic Table. Heteropolyacids generally contain one heteroatom selected from group consisting of molybdenum, tungsten, vanadium, niobium, and tantalum. Heteropolyacids are essentially silicon tungstic acid, phosphorotungstic acid, phosphoromolybdic acid, siliconmolybdic acid, tungstenomolybdic acid.
