Zusammenfassung:	FIELD: biology, pesticides. SUBSTANCE: invention relates to nontoxic, safety for environment and simple for handling an insecticide and repellent against insects as an aqueous composition. A composition has an ethanolamine-base compound or in combination with other ethanolamine derivatives taken from simple and coupled compounds. In preferable variant a highly effective composition is obtained for safety local using for human and animals. For this purpose an ethanolamine-base compound is used at amount about 10-70% of total composition volume. In alternative and preferable variant insecticide is prepared for treatment of plants, trees, sowings and other flora. Obtained composition ensures to control tedious insects but no effecting plants, trees or sowings and flowers and fruits also. Proposed compositions are biodegradable completely and exhibit safety for environment and water sources. EFFECT: improved properties and enhanced quality of composition proposed. 19 cl, 8 tbl
