SUBSTANCE: in propylene oxide production, soluble high-activity epoxidation catalyst with high molybdenum content is prepared by dissolving molybdenum at elevated temperature in solvent containing ethanol, ethylbenzene hydroperoxide, phenol, and/or phenol compound in amount 0.1 to 40 wt %.
