SUBSTANCE: power plant has multistage turbocompressor 1 with cooling jacket and heat insulation 3, regenerative heat exchanger 4 with coil 5, condenser 6, swirl cyclone condenser-evaporator 7 with nozzle 8 and electric swirl generator 9, combustion chamber 10 connected to gas-turbine generator 11, electric motor 12, and storage battery 13 made in the form of layer-by- layer molecular electric capacitor, at least one module of loose-piston diesel-electric set 14. Fuel supply system has methane steam conversion reactor 19 provided with carbon dioxide dump pipeline 20, and admission manifold 21. Module 14 has oppositely mounted pistons 22, exhaust manifold 23 and exhaust port, and electric oxidizer injector 25. Useful-load take-off system has balanced electric generator in the form of superhigh-power DC magnet 27 and balanced hydraulic-turbine generator provided with hydraulic rods 30, pistons 22, outlet valve 31, safety valve 32, and adjusting valve 33.
