SUBSTANCE: device has non-ionizing electrode made in the form of metal tube and ionizing electrode coaxially arranged within mentioned tube in annular space relation relative to its inner surface and made in the form of metal rod whose side surface mounts conducting shell with ionizing members in the form of flexible fluffy conducting threads facing mentioned non- ionizing electrode; annular gap accommodates one more ionizing electrode in the form of metal tube whose side surface carries conducting shell with ionizing members in the form of flexible fluffy conducting threads on its surface facing mentioned non- ionizing electrode; length of additional ionizing electrode is 1.5 to 2 times greater than that of metal rod and to same degree smaller than that of non-ionizing electrode.
