Cover has a matrix and at least one composite compound of the general formula MxMI@yRz where M - metal taken from the group involving lanthanum, gadolinium, yttrium, erbium, praseodymium, dysprosium, neodymium, cerium, ytterbium; M - metal taken from the group involving europium, samarium, terbium; R - element taken from the group involving phosphorus, oxygen, boron, sulfur, fluorine, chlorine, bromine, vanadium and/or phosphorus, boron oxides and/or their compounds each with other. Device ensures to increase working life of light-transforming capability to at least 400 days. Invention can be used in for protection from environment and UV-radiation in agriculture and medicine.
