The damper is placed so that an operating axis of the damper is substantially perpendicular to the stay cables, where the damper damping movements in a plane perpendicular to the stay cables comprises rectilinear stroke. An independent claim is also included for a system for damping vibrations of a pair of stay cables of a civil engineering structure.
