The claimed process consists in reacting the orthophosphoric acid with urea, at an acid : urea molar ratio of 1:2, at a temperature of 80...105°C, until a reaction mass pH value of 6 is reached, when the heating is stopped and water is introduced into the reaction mass which is homogenized to obtain a clear product having a dry substance content of 50%, a density of 1.15...1.18, to which there is added, at a temperature of 30...35°C, an emulsion of self-crosslinkable acrylic copolymer having a solid content of 30...40%, a minimal viscosity of 20 cP and a pH value of 8...8.5, the desired product being obtained after homogenization as an emulsion with a solid substance content of at least 40%, a pH value of 6...8 and a viscosity of 10...11 at the temperature of 20°C, determined by flowing through the Ford cup with a diameter of 4 mm. Produsul conform invenţiei este constituit din 99...40% complex fosforamidă, sub formă de soluţie apoasă, de concentraţie 50%, şi 1...60% emulsie de copolimer acrilic, autoreticulabil, şi se prezintă sub formă de emulsie stabilă, cu un conţinut de substanţă solidă de minimum 40%, pH 6-8, viscozitate, la 20°C, 10-11, determinată prin curgere prin cupa Ford cu diametrul de 4 mm. Procedeul conform invenţiei constă în reacţia dintre acid ortofosforic şi uree, la un raport molar acid:uree de 1:2, la o temperatură de 80...105°C, până la atingerea unui pH al masei de reacţie de 6, când se opreşte încălzirea şi se introduce apă în masa de reacţie, ce se omogenizează, obţinându-se un produs cu un conţinut în substanţă solidă de 50%, limpede, cu o densitate de 1,15...1,18, peste care se adaugă, la 30...35°C, o emulsie de copolimer acrilic autoreticulabil, cu un conţinut în solide de 30...40%, viscozitate minimum 20cP şi pH 8...8,5, iar după omogenizare se obţi
