A polyamine-epihalohydrin resin is prepared with a ratio of epihalohydrin:amine of less than about 1.1:1.0; The resin is then subjected to a base treatment followed by an acid treatment resulting in a resin that has good gelation storage stability and produces low levels of CPD.
