Zusammenfassung:	The present invention relates to a binder comprising at least one latently hydraulic material and magnesium hydroxide carbonate of the formula x MgCO3 ° y Mg(OH)2 ° z H2O, where x is a number from 1 to 4, y is 1 and z is a number from 0 to 5, as an activator, to the use of the magnesium hydroxide carbonate as an activator for latently hydraulic material, and to impervious wall compounds and binders for immobilization of pollutants, especially of heavy metals, the solubility of which is increased at pH values of > 12 typical of portland cement, comprising latently hydraulic material and the magnesium hydroxide carbonate. The latently hydraulic material is slag sand or a mixture of slag sand and fly ash.
