Zusammenfassung:	Provided are a diagnostic device (400) and a diagnostic method for a plant that enable diagnostic accuracy to be improved by performing a diagnosis appropriate for an operation pattern and the diagnosis to be performed using short-term operation data. The diagnostic device (400) for a plant is equipped with a detection unit (800) for diagnosing an operating state of a plant using a measurement signal indicating a measured state quantity of the plant and displays the result of the diagnosis on an image display device (940), said diagnostic device being characterized in that the detection unit (800) is constructed with a change of state detection section (810) that detects a change of state using a diagnostic model that is constructed with data obtained during a prescribed period of time and an abnormality detection section (820) that detects the presence/absence of the occurrence of an abnormality using a diagnostic model that is constructed with data for the same operation pattern data as when the change of state was detected.
