Zusammenfassung:The present invention provides a production method for a cement composition with which a large amount of coal ash having a high carbon content can be used, and fuel costs can be reduced. More specifically, this production method for a cement composition includes: a cement clinker calcination step for calcinating a cement clinker having a specified cement mineral composition calculated using Bogue's equations; a carbon removal step in which a moulded material obtained by moulding a composition including coal ash, a binder, and water is introduced into an area of a cooler having a temperature in the range of 800-1400�C and mixed with the cement clinker, in a ratio of 0.2-100.0 parts by mass of the moulded material to 100 parts by mass of the cement clinker, and the carbon and organic substances included in the coal ash in the moulded material are removed by combustion; and a mixture grinding step for grinding a mixture (a) of the cement clinker and the moulded composition, or, a mixture (b) obtained by adding slurry to mixture (a).
