Zusammenfassung:	A topical cosmetic composition including: at least one water-soluble cosmetic agent; at least two oil-soluble cosmetic agents; and a dermal penetration enhancer is disclosed, wherein topical application of the composition results in the delivery of the water-soluble and oil-soluble cosmetic agents into the stratum corneum as well as delivery of the oil-soluble cosmetic agent into the epidermis and dermis.
