The device includes: a plurality of sections of hollow and mutually connected external drill rods, one end of the external drill rod being provided with a hole-forming drill bit, an internal drill rod, the internal drill rod being installed in the 10 external drill rod and being capable of rotating along an axis of the external drill rod, and the internal drill rod being internally provided with a water ﬂow channel in a length direction of the internal drill rod and being provided with a spiral ﬁn, and a crushing drill bit, the crushing drill bit being installed at one end of the internal drill rod relatively close to the hole-forming drill bit, the crushing drill bit being provided with a water outlet hole.
