The tsunami monitoring system (1, 1A, 1B, 1C, 1D, 1E, 1F, 1G, 1H) includes signal generator means configured to generate the transmission signal having a predetermined frequency, a signal processor portion {9) configured to generate a beat signal of a frequency difference between the transmission signal and the receiving signal, and a wave height estimator portion {11, 11A, 11B, 11C, 11D, 11E, 11F, 11G) configured to divide a radio wave radiation region {40) into a plurality of regions, calculate a flow velocity of a sea surface (3) of the tsunami for each region (40) on the basis of the beat signal, and estimate a wave height of the tsunami {7) from a calculated flow velocity. |
